Legal Alert on Issuance of Certificates of Accreditation for Construction Materials, Equipment and Products

On 29 January 2026, the Ministry of Land Management, Urban Planning and Construction (MLMUPC) issued Prakas No. 007 on the Procedures and Formalities for the Issuance of Certificates of Accreditation for the Quality of Construction Materials, Construction Equipment and Construction Products.

This Prakas establishes a formal regulatory framework governing the accreditation of construction-related materials and products in Cambodia.

2. Objective

The Prakas aims to:

– Strengthen construction quality standards

3. Scope of Application

The Prakas applies to all applications for Certificates of Accreditation issued by the National Construction Laboratory under MLMUPC.

4. Application Requirements

Applicants must submit:

1. Application Form (1 copy)

2. Technical Specifications (1 copy)

3. Sample specimen

Applicants are required to pay public service fees as determined by a joint inter-ministerial Prakas of the Ministry of Economy and Finance and MLMUPC.

5. Application Procedure

Submission:

Applications and samples must be submitted to the MLMUPC Single Window Office. Applicants from provinces may submit through appropriate delivery channels.

Processing Timeline:

The National Construction Laboratory has up to 21 working days from receipt of the application dossier to complete testing and evaluation.

6. Validity

Certificates of Accreditation are valid for 2 years from the date of issuance.
